Linda F. Avetta

Linda’s public service career began with County Government and shifted to private industry where she worked in a computer technology consulting capacity with Datronics Inc. and Unisys for several years on Government contracts. After joining the Commonwealth of PA, Ms. Avetta served in the capacity of Computer Systems Analyst at DMVA and Imaging Management Administrator at PSERS and, in 1998, was selected by then Lt. Governor Mark Schweiker to serve as a member of the Electronic Document Management Center for Technology Excellence, creating the first Commonwealth Information technology policies. In 1999 Ms. Avetta transferred to the Pennsylvania State Archives (PSA) to lead information technology efforts for the Archives and Records Management programs and to properly manage commonwealth electronic records through the full life-cycle, including the acquisition and preservation of electronic archival records for the PSA. In addition to providing leadership for and oversight for digital preservation for the PSA, Linda served as project manager and system administrator for the Enterprise Records Management System for the Commonwealth of PA, provided guidance to government agencies on e-records and information management, assisted in the creation of e-records and e-archives related policy and procedure and served as the subject matter expert for EDMS/Imaging/ECM/Data Management. Ms. Avetta now heads the Contract Management Section in the Health and Human Services Delivery Center.


Ms. Avetta is a 2014 graduate of Harrisburg University’s Government Technology Institute’s Certified Government Chief Information Officer (CGCIO) program and is a 2005 graduate of the Leadership Development Institute (LDI).  Linda was actively involved with AIIM, ARMA, the Council of State Archivists (CoSA) and the Society of American Archivists (SAA), the Best Practices Exchange, and most recently served as a member of the Planning Committee for the 84th Annual SAA/CoSA Conference, “ARCHIVES*RECORDS 2020: Creating Our Future”.

Hardik Bhatt

Hardik has been moving seamlessly between public and private sectors. Currently he guides Amazon Web Services’ US State & Local Government customers through comprehensive Digital Transformation. He has been a CIO twice in his career, for State of Illinois, and for the City of Chicago. Between two CIO stints, he led global business development for Cisco’s Smart Cities business.
Since 2017, Hardik leads Digital Government business for Amazon Web Services (AWS), where Hardik is responsible for helping US state and local governments transform with the use of cloud, analytics, Internet of Things, artificial intelligence, machine learning, and other technologies.
Between 2015 and 2017, Hardik served as the Secretary of Innovation & Technology and Chief Digital Officer for the State of Illinois. In those 2 years, Hardik brought Illinois from bottom 4th to top 3rd in national digital rankings and pioneered Illinois’ data analytics, smart state and blockchain initiatives.

Kevin Damghani

Kevin Damghani founded his first IT company in 2007 and is the current owner of 5 award winning companies. With the help of his amazing team, he spends most of his time as the Chief Partner Experience Engineer at ITPartners+, where he has made ransomware education his key speaking topic. The recent rash of ransomware targeting small government agencies allowed him to utilize his network security background to educate the government sector on co-managed backup and disaster recovery with an emphasis on ransomware resiliency.

Terrill Frantz

Terrill Frantz is an Associate Professor of eBusiness and Cybersecurity at Harrisburg University of Science and Technology. He oversees the development of Quantum Information Science (QIS) capabilities at the university, including the formation of the QIS master degree and the Summer quantum workshops for high-school students. Dr. Frantz holds a PhD from Carnegie Mellon’s School of Computer Science and an EdD in Organization Change from Pepperdine University. Moreover, he has recently completed some serious scientific mid-expansion via MIT’s xPRO quantum sciences program. He has decades of experience programming and managing in the classical computing environments at international financial service firms as JP Morgan and Morgan Stanley and has taught internationally in Europe and China.

Rachel Henry has been a commonwealth employee since 1995 and working within IT since 1997. She was part of the first online presences for the commonwealth, creating a website for the Securities Commission in 1998.
Within her role as Web Administrator for the PA Department of Education (PDE), Rachel began working with accessibility focusing on online content for public websites. Along with her co-worker she was assigned as an Accessibility Auditor by the US Office of Civil Rights in 2006, dedicated to ensuring that all content, including documents, on PDE’s website are accessible. In this role, Rachel helped to audit thousands of web pages and documents, create a web accessibility plan, create a corrective action plan and provide training to employees.
Rachel continues to broaden her skills using accessibility scanning software, screen reading software and attending accessibility training throughout the year.

Shad Imam

Director of Solutions Engineering-Public Sector

Shad A. Imam is the Director of Solutions Engineering for the MuleSoft Federal Region. He joined MuleSoft’s Federal practice after a successful 15-year career supporting Federal and State & Local government customers at Oracle. In his capacity as a MuleSoft Solutions Engineering Director, Shad has published multiple white papers and articles providing thought leadership in how government agencies and organizations can effectively leverage an API-first strategy to drive digital transformation efforts across their enterprises. He has also been a driving force behind MuleSoft’s newest cloud offering – the FedRAMP authorized MuleSoft Government Cloud – which provides a fully secure and fully FedRAMP-compliant Integration Platform as a Service (iPaaS) for government customers. Shad resides in Virginia, about 45 minutes from Washington, D.C., and can be found hiking in the area parks with his family when not evangelizing API-based solutions for customers.

Terrell Martin

Terrell, graduated with a Bachelor’s of Arts in Sociology from the Bloomsburg University of Pennsylvania in 2008. He began his Commonwealth career in 2010 when he started in the Public Utility Commission. In 2011, he transferred to the Pennsylvania Department of Transportation (PennDOT) where he has held management level positions in the Human Resources, Travel Management, Budget and Contracts, and Information Technology areas. From 2015-2020, he was an IT Project Manager in the Infrastructure and Economic Development Delivery Center where he managed several projects, including PennDOT’s Advanced Traffic Management System (ATMS) and Phase II of the Business One-Stop Shop Project at the Department of Community and Economic Development (DCED). As of February 2020, Terrell is serving as the Director of the Business One-Stop Shop Office at DCED. The Pennsylvania Business One-Stop Shop Office is equipped with knowledge, information, and resources for businesses both large and small. Chris Sechler

Chris is a cloud and application engineer with 9 years of IT experience and expertise in application performance and end-user experience monitoring technologies. He has assisted hundreds of customers ranging from Fortune 500s to start-ups, as well as numerous SLED organizations with optimizing their enterprise architectures and platforms. During his tenure, Chris has worked directly with customers as well as led a professional services delivery teams – ensuring the appropriate technologies were successfully delivered in the most effective manner possible.
Currently, Chris is Senior Sales Engineer at AppDynamics (part of Cisco) and is solely focused on working with State, Local, and Education (SLED) organizations to streamline and introduce efficiencies into their application performance management practices. Chris loves working with new technologies and concepts. He is driven to be very process oriented and is always finding ways of adopting new strategies centered around perfecting those processes.

Shamlan Siddiqi, MS


Shamlan Siddiqi is the chief technology officer of NTT DATA’s public sector. In this role, Siddiqi defines and leads the group’s technology, advisory and innovation vision and strategy, supporting its efforts to improve agency outcomes through pragmatic innovations and focused services.
With more than 20 years of experience in IT services, Siddiqi most recently served as vice president in the digital and cloud services practice at NTT DATA, where he led a team of consulting, solutions and service delivery professionals. Siddiqi has also held the position of vice president of North America architecture and application development at NTT DATA. In this role, he established technology practices, including mobile, interactive web, user experience, architecture modernization and integration, that achieved double-digit revenue growth while solving customers’ business problems through innovative and repeatable business-driven, technology-enabled solutions.
Prior to NTT DATA, Siddiqi served as senior consultant at Booz Allen Hamilton where he led enterprise architecture and management consulting initiatives for public sector clients, including the Food and Drug Administration. Siddiqi has also held various technical positions as a developer, engineer and architect with increasing responsibilities at companies including American Management Systems, CGI and RWD Technologies.
Siddiqi is a recipient of the CIO Certificate in Federal Executive Competencies awarded by the CIO University and the George Washington University. He also holds a master’s degree in Information Systems Technology from the George Washington University in Washington D.C. and a bachelor’s degree in Decision Sciences and Management Information Systems from George Mason University in Fairfax, VA.

Indu Singh, PhD

Jay Smith

Jay is a tenured software sales executive having worked with Public Sector accounts for more than 20 years. Most all of those years have been specifically focused within the State & Local / Higher Education space. He has assisted numerous organizations, both large and small, to solve and improve many organizational, business critical initiatives – including infrastructure, security and application technologies.

Daniel Stewart

As a Senior Advisor for State and Local Government at Cisco, Daniel Stewart is dedicated to helping government entities find the tools to implement the use of available technology with clear returns on investments and increased economic development, citizen satisfaction, public safety and security.
Prior to joining Cisco, Stewart’s efforts as Chairman and Commissioner of the New York State Commission of Correction led to one of the widest growing video integration projects in the country. By the time of his retirement from government, most of NY States Prisons and New York State’s County Jail system were operating on video platform technology enhancements for inmate services.
Stewart served four governors as he led the regulatory oversight agency of the New York State Correction System including 67 state prison facilities, 57 county jail facilities, New York City Department of Correction (Riker’s Island), secure juvenile facilities and 536 police department lockups.
Prior to his state service, Stewart served three terms as City Councilor and then three terms as Mayor in the City of Plattsburgh, New York. He helped achieve the national ranking of #1 Small City in the United States by Site Selection Magazine for small city development opportunities. He was a team member in the re-use of the former Plattsburgh Air Force Base upon its closure, widely recognized as the best re-use example of a military facility asset in the United States.
Stewart served his country as a Sergeant in the United States Air Force as a member of the Strategic Air Command. He was awarded achievement medals for professional service and actions taken during an operational situation, good conduct, and outstanding unit ribbon while on active duty.
Stewart’s time in local and state government service gives him a keen knowledge and understanding of the many implications and challenges involved in the decision making process for deploying technology projects at the local and state government levels.

Ellen Strom

Ellen Strom was named Chief Accessibility Officer for the commonwealth in January 2020.
In this role, Ellen is focused on ensuring that the state’s digital content is accessible to its citizens and employees alike. She works with state agencies to define best practices, design and implement strategies to educate and influence organizational culture, improve procurement processes and organize communities of practice.
Ellen has been in the digital customer experience field for more than 15 years. For the past seven years, she concentrated on designing and implementing a digital program to improve the web and mobile banking experiences for customers with disabilities. She is a Certified Professional in Accessibility Core Competencies (CPACC).
Ellen earned a master’s degree in business administration from the American University in Washington, DC and a bachelor’s degree in French and German from Millersville University of Pennsylvania. She spent two of her undergraduate years in study abroad programs at the Université Paul Valéry in Montpellier, France and Phillips Universität in Marburg, Germany.

Richard Swain, ISSP, CCSP, CRISC and CIPM, Open Group Certified IT Architect

Richard Swain is a Senior Security Architect with over 30 years broad IT and leadership experience and 11 years in Information Security. He holds the industry certifications CISSP, CCSP, CRISC and CIPM and is a certified IT Architect. Richard is also a volunteer Director for the ISACA Sacramento chapter. Richard has been supporting IBM North America Clients since 2008 and has been the lead solution architect for many engagements across State Government.


AT&T Cybersecurity

Scott is a principal architect and a member of the AT&T Cybersecurity Advisory Team. He has broad experience in many aspects of information security. He has extensive expertise on the Payment Card Industry (PCI) standard. Scott was among the first to become certified by the PCI council. Prior to joining AT&T, Scott was the CISO for the University of Delaware. Scott has also held management positions with Bank One, Hercules, The Vanguard Group, and General Electric.
Scott has over 30 years of practical hands-on and managerial experience in Information Technology, the last 20 focused exclusively on information security. Coupled with his combination of technical skills in programming, systems administration and information security operations gives him a unique perspective in information security.
Scott has a Bachelor of Science in Business Administration with a concentration in Computer Science from Elizabethtown College. He also holds multiple certifications in information security and project management. He volunteers his time as an ISACA boot camp instructor and has held positions with ISC2 and ISSA.

Amy Townson, PMP, SA, CSM, ITIL (v4)

Philip Walter

Seven years with Adams County, currently Chief Information Officer. My goal is to improve County public service delivery through relationship building, technological solutions, risk reduction, and appropriate portfolio management. Alec Wantoch, B.S Computer Science, Sr. Curriculum Engineer

Alec is a computer scientist that specializes in full stack software engineering, cyber security, and blockchain technologies. He has worked to build and launch an IoT-based Hyperledger Fabric blockchain at MistIQ Technologies, as well as helped to build and secure a universal cryptocurrency wallet and BaaS API that supported over half a dozen blockchains. He has participated in several hackathons, including HACKtheMACHINE at MIT where he and his team managed to exploit maritime systems. Alec has also helped write Blockchain curriculum for nation-wide FinTech coding bootcamps that have been deployed to a rapidly growing list of top universities, such as Rice, Columbia, UNC Charlotte, Toronto, and an online global audience. Alec continues to build upon ground-breaking technologies and is a hacker at heart, who seeks to use technology to benefit humanity.

Michael Yeganeh

Mike Yeganeh is the Vice President of Solution Engineering for Salesforce Public Sector supporting US State and local government organizations. He has over 25 years of enterprise software solution consulting and management experience including CRM and ERP applications, Database, and Middleware technologies.
After 22 years at Oracle Corporation, Mike joined Salesforce in August 2013 to apply his CRM and Core technology experience to help Government customers architect solutions that realize the the time-to-value and lower cost of ownership benefits of moving to the Cloud and Salesforce’s SAAS and Application Platform as a Service offerings.
Mike’s experience has primarily been spent in the Public Sector with specific vertical focus areas including Public Health and Human Services, Public Housing, as well as 311, Regulatory Compliance, and other State and Local Government solutions.

Sam Yoo

Sam Yoo has over 25 years of experience working in the financial industry focused on enterprise-wide business process development, regulatory/compliance projects, and infrastructure and Operational improvements. Sam’s key accomplishments are Data Governance programs, Program Management and building technology operations focused on KYC/AML programs, Comprehensive Capital Analysis Review (CCAR), Basel related programs (Market Risk, Counterparty Credit Risk, Securitizations), and Business Intelligence Reporting. In Sam’s current role, he is focused on helping large financial institutions plan, develop, and implement Data Governance Programs.

Steven Young, PMP

Mr. Young has 25 years of experience providing operations, IT, and Project Management related professional services. He has helped large and small organizations with IT Strategy, System Development, Process Improvement, and Project Management. Mr. Young has significant experience with public sector clients as well as finance and manufacturing. He has worked with a variety of agencies to help them develop a vision for modernizing their operations and implement that vision through strategy, technology, process improvement, and project management. He has supported and led large scale projects for states such as NJ, PA, MD, MI, WA, WI across a variety of agencies. As part of these efforts, he has helped agencies plan their projects, develop large scale RFPs, and assisted with procurements and vendor management.
Mr. Young is a frequent speaker at national and regional conferences on project management and the modernization of public sector operations. He also spoke at the 2016, 2017, 2018, and 2019 PA TechCons.
Mr. Young spent ten years with and was a practice leader for a Big 4 Consulting firm. He holds a PMP certification from the Project Management Institute. He currently serves as Mathtech’s Sr. Vice President for State and Local Consulting operations and oversees modernization and transformation services to agencies across the country.
